The war unites a community because if the group of people that is being controlled by the party, can form a group in rebellion, the Party will not be able to stop them. Winston beings his investigation by going around and talking to people, seeing if he can find any information. Everyone is helping Winston find what he needs to find. He soon finds a dark-haired women, that he realizes that she is not his enemy but his ally. She arranges a meeting place outside of the city for both of them to meet. After their encounter, they planned a meeting place back in the city. Their hide-out was a small room above Mr. Charrington's shop in the prole quarter. Julia and Winston become more closer, and begins to work more harder. They will make their group bigger by getting more people helping them out.

Winston is looking to expand his group by questioning others and finding people simular to him and Julia, Winston and Julia try to avoid eachother at work so they do not look suspicious and they meet up outside the city at a safe location, they will keep meeting at different locations for safety purposes.
The war can unite a community by giving them something to hate as a group. An example is Oceania and the two minute hate. Big Brother directs the whole country's hate towards Goldstein and everyone participates in this ritualistic event together. As a result, the whole country has come together from fear and support of Big Brother; their "protectors". War can also divide a community by citizens protesting the war and clashing with the supporters or the government. An example of this is Winston himself. Winston does not agree with the government and therefore, has deep resentment for Big Brother. It has also been revealed Winston is not alone. Julia feels the same way and so, there must be more people who feel alienated because of there thoughts which allows for the community to be divided.

Like what Winston had says "A nation of warriors and fanatics, marching forward in perfect unity, all thinking the same thoughts and shouting the same slogans, prepetually working together..."part 1 ch.7 pg.77. Meaning everyone is at the same level of tollerance and is ready to take intiative together when ever told too by the Big Brother. Although war can destroy a community as well if majority of the people refuse to take part in what they are insisting on doing and decide to protest against there community parties decisions. Such as Winston and Julia who want nothing to do with the parties ideas for war.

This quote can single handedly support that fact that a war can unite a community. When people are in a situaiton where they feel endangered, it is only normal to come together under one cause. Whether it be defending, or attacking, this sort of unity is one of its own. " Power In Numbers" , this quote does not come from the novel, but i am sure many have heard it. Being united in a group that is fighting for one cause, brings a sence of security, a sence of saftey if you will. That is why I believe a war brings a community together, rather than separate it.
